Thailand is considering raising its proposed tourist “landing fee” to more than 300 baht as authorities work on a new collection system that would include premium insurance coverage for foreign visitors. Tourism and Sports Minister Surasak Phancharoenworakul said the government is finalising both the collection model and appropriate pricing to avoid negatively affecting tourists’ travel experience. Officials are currently studying two collection methods. The first option would include the fee in airline tickets, which authorities view as the most convenient approach because tourists would not need to make additional payments upon arrival. However, airlines currently cannot clearly separate Thai passengers from foreign tourists or business travellers. To address this, the government plans to create a refund application allowing Thai nationals and exempt travellers to reclaim the fee after entering the country. The second option would collect the fee through the immigration system using electronic payment before entry into Thailand. While this method would allow authorities to clearly identify visa categories and traveller types, it may add extra procedures for visitors before arrival. Surasak said the fee could exceed the previously discussed 300 baht because the government wants to provide premium insurance coverage for tourists immediately upon arrival in Thailand. The proposed insurance would include treatment at leading private hospitals and help reduce the government’s financial burden when tourists’ own insurance coverage is insufficient. Authorities are currently holding discussions with insurance associations to determine an appropriate fee structure. Part of the revenue would also be used to support tourism development projects nationwide.

Bhumjaithai-led Government Fails to Endorse Charter Amendment Bill Despite 21 Million Referendum Votes The cabinet has declined to reaffirm a stalled constitutional amendment bill on Section 256 despite around 21.62 million voters backing constitutional reform in a national referendum earlier this year, raising questions over the government’s commitment to carrying out the public mandate. The decision means the amendment process must restart from the beginning after the government chose not to carry over the draft amendment bill from the previous parliament into the current legislative session. Deputy government whip and Bhumjaithai list-MP Nikorn Chamnong said on Wednesday that the government was focusing first on urgent issues including the energy crisis and its impact on the economy and public living costs. He said Prime Minister Anutin Charnvirakul had previously acknowledged that drafting a new constitution remained necessary following referendum approval, but said the administration needed to properly sequence its priorities. Government chief whip Koravee Prissananantakul said parliament was expected next week to consider which bills from the previous parliament would continue into the current session, but confirmed the Section 256 amendment bill was not among them. Nikorn said the constitutional amendment process would now have to begin again through a fresh submission to parliament. He added that two additional referendums would still be required and said the government was studying ways to reduce costs, including postal voting, which could cut referendum expenses to around 1 billion baht from 3.5 billion baht. Nikorn also said discussions with senators and other stakeholders were still needed because disagreements remained over whether amendments could affect Chapters 1 and 2 of the constitution concerning the state and monarchy.
