It is not short on ambition with Burnham promising nothing less than a "circuit breaker" to change how Britain is governed and who governs it. But does it sound all a bit familiar? Who remembers a certain Prime Minister promising a "decade of national renewal" or an overhaul of education, to focus on apprenticeships and technical skills? Who remembers the 'take back control' bill to transfer powers away from Westminster to other parts of the UK?
