The 14th Amendment was written to guarantee citizenship to freed slaves after the Civil War. It was never intended as an automatic reward for people who cross our border illegally and have children on American soil. Birth tourism is a real industry. People fly to America specifically to give birth so their child gets automatic citizenship, no other connection to this country required. That's not what the Fourteenth Amendment was written for, and it's not what a meaningful immigration system looks like. My Constitutional Amendment closes this loophole by requiring a genuine legal tie between a child's parents and the United States.
