We created the Open City Law for Mex City that points in precisely that direction, also combining new notions of public participation; subject close to my heart. (Passed by unanimity in local Congress but much work still to be done to anchor firmly into daily life)

@johnthackara @rufflemuffin Believing that service design is politically neutral, that efficiency is supreme end-goal, that we can skip that messy part of deciding together what type of societies and cities we want. Service-oriented governments and smart city paradigms are NOT identical to governance.

@rufflemuffin do better = more attention to trust-bearing 'anchor institutions' as co-creation and delivery partners: local shops, community colleges, public libraries, YMCAs, regional museums, post offices, congregations, Oddfellows, Lions, Freemasons, Elks....

Another key insight - in a portfolio logic (for system change) you design options for learning, not for action. You open up possibilities for learning. Only after that you exercise choice - chances are it will be more robust
