I spent the last year researching movements that would allow this: special jurisdictions, charter cities, network states. The catalyst? Realizing Bitcoin answers how to PRESERVE wealth, not how to BUILD it. That requires better rules. This paper is my contribution to the conversation. I'm a policy advisor working at the intersection of blockchain, emerging tech, and regulation. Years on Capitol Hill advocating for blockchain policy. Super excited for @PronomosVC to be bringing city founders together for the first time on 3/28 @Prosperahn. Creating new societies able to rapidly innovate their regulatory stack is incredibly important & equally hard: which means sharing knowledge both between prospective founders, and those who have been in the trenches is an essential ingredient for success. This is an invite/application-based event, and while others are on the decision committee, what I'm personally looking for is the two archetypes I believe are most likely to succeed: 1) Founders of new communities (ideally with legal autonomy, but not required) with significant traction relative to their age - whether that's govt deals, key partners, paying users, etc. 2) Badass entrepreneurs like @bradfordcross with the track record to show they'd be a huge asset to the movement, who are intrigued by this new space but need to learn more before diving in. TIEBOUT SORTING → NETWORK STATE The mathematical basis for the network state is Tiebout sorting. In 1956, Charles Tiebout proved that if you had: (a) low-cost mobility (b) frictionless discovery (c) no inter-jurisdictional spillover effects, and (d) many possible jurisdictions ...then individuals could vote with their feet by sorting themselves into communities that efficiently matched their preferences for public goods. Those assumptions were theoretical in 1956, but practical by 2026. Thanks to the Internet, mobility is low-cost (due to remote work), discovery of new jurisdictions is inexpensive, and "spillover" is minimal because only SaaS subscribers get the costs and benefits of digitally provided public services. All that remains is to set up many possible jurisdictions...and we're on it. In this fashion, we can build the 1000-community system as the genuinely democratic alternative to the 2-party system. Instead of submitting to gerrymandering, you can instead vote with your feet, your wallet, and your ballot all at once by gaining admission to a new Tiebout jurisdiction and signing the corresponding social smart contract. The Internet can thus make true democracy a reality, by going to its original definition in the sense of the consent of the governed. Pick your country at age 18 instead of picking your college. Apply to the jurisdictions you want to join, and if they admit you, give your voluntary, digitally-signed consent to the corresponding government. Tiebout sorting is thus the basis for 100% democracy: everyone in a Tiebout jurisdiction has voted with their feet for that government.

I think evaluating at the project-level ("How good are the mechanisms for stability in Prospera?"), misses the bigger picture: If we can lower the barrier to entry to start new jurisdictions; and the internet is lowering the cost of switching between them, we will get a more competitive market that serves customers better. Not perfectly, ofc, but better is a huge win! What exact mechanisms will make a particular jurisdiction better, or more stable? Who cares - if they exist, the discovery process of entrepreneurship + customers going where they are best served will find them. Sure, if you are considering moving to a given jurisdiction, then ofc you should evaluate what it's like, and if you feel they'll serve you well, and how easy it will be to leave if things change. But the big picture doesn't depend on any one project getting it right.
