In 2019, rookie councillor Brad Bradford proposed the City take a fresh look at term limits as a tool for democratic renewal. Citing the incumbency advantage, he argued it was worthwhile to study. City Council punted it to the Special Government Committee where multi-decade councillors Shelley Carroll and Gord Perks deliberated it into oblivion. While Councillors Bradford, McKelvie and Bailao argued in favour, Perks and Carroll (who have been on Council for a combined 43 years) argued vehemently against it or, in Carroll’s case, went off on tangents that took the discussion into unrelated territory. Perks ultimately proposed deferring it which meant it went into administrative purgatory or, as some call it, “death by committee.” IntegrityTO will endorse council candidates who take the stance that term limits are an important part of municipal democratic reform.
