So, again, NYS is bailing out NYC. However you want to frame it, he didn't solve any budget crisis, he just billed the rest of NYS for it, above and beyond the apportionment in the state budget. But he's used to just going to rich people for his money, that's what he's done all his life, so I'm sure he believes that the issue is solved.
