the big issue here is the foolish false premise the interviewer (someone named sorkan?) made. he made the rookie error of somehow thinking an acquirer has a limit as to how many shares they can issue to the acquiree.

Fine, here it goes: It takes 14 days to get to xian china by train. Iran normally exports 2m barrels or one full tanker a day. They would need to have 19 trains per day to make up for this considering they can handle the maximum load of 150 cars filled with oil. It takes 12-24 hours to load and unload an oil train with oil. But, we will pretend they can do it at the maximum 12 hours. This adds a day to transport. They then can at most fuel/empty 3 trains at the same time. We will round down and say this adds an additional 2.5 days in each direction. Now all those trains take an additional 14 days to get back or 34 days total with loading and unloading. Meaning, they need a total of 646 trains. Iran has 575 engines total. But, it gets worse. 1. This assumes they have no breakdowns and/or track interference. 2. China can hold that much crude in a day. 3. That all their Trains are freight trains capable of moving oil. Although, a specific breakdown isn’t available we know that most of their trains are passenger trains and not even capable of this journey. 4. They are able to do it at the fastest rate, and highest capacity in the world, highly unlikely since they just started moving oil by train like 2 weeks ago. So yea, it’s not happening, just a pipe dream.
