🇫🇷 On the occasion of the publication of the ODIHR report, France wishes to express its full support for the OSCE Office for Democratic Institutions and Human Rights and its vital work to protect and promote democracy in our region. France reaffirms the importance of partner states’ commitment to democracy and respect for human rights, an essential pillar for maintaining security across the entire continent. As the report emphasizes, security and the human dimension cannot be considered separately. 🤝 France joins the joint statement by EU countries reaffirming their strong support for the ODIHR and its missions. The ODIHR’s work is a fundamental pillar for upholding the commitments made by the 57 OSCE participating States regarding human rights and democracy. 📋 The ODIHR’s latest annual report on its impact in 2025 has provided crucial documentation of human rights violations by Russia in the context of the war in Ukraine. This work, conducted with rigor and impartiality, underscores the importance of the ODIHR’s role in protecting civilians and ensuring compliance with international humanitarian law. ⚖️ ODIHR assistance under the Moscow Mechanism remains an indispensable tool for investigating critical situations and ensuring, through the dispatch of neutral experts, fully transparent access to a report on the handling of human rights violations. 🗣️ France’s Permanent Representative to the OSCE also reiterated the commitments made by our country upon the appointment of the ODIHR Director in late 2024. France pledges its unwavering support for the successful conduct of its missions in 2026 and will continue to work closely with the ODIHR to strengthen human security throughout the region. 🙏 We would like to thank the ODIHR for its outstanding work and impartiality, which reinforce the credibility and effectiveness of the OSCE in its mission to promote peace and democracy. L’adjudant-chef Arnaud Frion, du 7ᵉ bataillon de chasseurs alpins, est mort pour la France dans l’accomplissement de sa mission en Irak. Depuis plus de vingt ans, il avait choisi de servir son pays, partout où la France déploie ses soldats pour défendre la paix, lutter contre le terrorisme et protéger nos compatriotes. Engagé en Irak dans le cadre de la lutte contre le terrorisme, aux côtés de ses frères d’armes blessés, il est tombé sous les coups d’une attaque lâche et inqualifiable. L’adjudant-chef Arnaud Frion était un sous-officier respecté, un chef courageux et un camarade fidèle. Il incarnait l’honneur, le sens du devoir et l’esprit de sacrifice qui font la force de nos armées. Décoré de la Médaille militaire et cité à plusieurs reprises pour acte de bravoure, il avait toujours placé la mission et ses frères d’armes avant lui-même. Aujourd’hui, la Nation s’incline devant la mémoire d’un soldat qui a donné sa vie pour elle. Mes pensées vont à son épouse, à son fils, à ses proches et à ses frères d’armes. La France n’oubliera pas.

📆Today saw the last security dialogue organized under the French 🇫🇷🇪🇺 chairmanship of the OSCE Forum for Security Cooperation (FSC), dedicated to the 30th anniversary of the Subregional Arms Control Agreement (Article IV of Annex 1-B of the Dayton Accords). This topic is of particular importance. Thirty years after its signing, this agreement is one of the few conventional arms control instruments in Europe to have been implemented continuously and effectively, contributing to military transparency and stabilization in the Western Balkans. Three speakers shared their analyses and feedback: • Katarina Djokić, researcher in the SIPRI Arms Transfers program • Lieutenant General (ret.) Michele Torres, former Personal Representative of the OSCE Chairman-in-Office for Article IV • Momir Brajić, Minister Counsellor and Head of the NATO and Partnership for Peace Department at the Ministry of Foreign Affairs of Bosnia and Herzegovina.
