What kind of compromise do you have in mind? Tigray cannot be trusted with federal resources when it continues to be ruled by a de facto independent little gangster state allied to Eritrea. The Pretoria Agreement came to be after the TPLF had lost on the battlefield, and by signing it the TPLF agreed to disarm and demobilize its irregular army, which has not happened, but is the only solution to overcome the distrust and resume economic development in Tigray. This is not to say that there has been no progress at all since Pretoria. A peacenik wing of the TPLF has broken ranks after correctly reading the popular mood in Tigray as opposed to more war. Unfortunately it has been oppressed and its leaders exiled to Addis, but at least the Tigrayan masses have woken up. They were made to believe last time around that their only choice was to kill or be killed. Losing the war would lead to their mass extermination, they were told, including by many Western media pundits. And then, it turns out, there was a peace deal on offer instead. They are not going to fall for the lie again.
