I had a cell mate who took a plea bargain of 7 years to life in 1977. “The matrix” available at the time said he’d be paroled in 14 years if he stayed out of trouble. So he took the deal and he stayed out of trouble. 43 years later, he’s still in prison.

This is one of the most important criminal justice papers of the last decade. Counties send 50% fewer kids to prison if they (rather than states) have to foot the bill. Suggests a substantial portion of incarceration rates are because decision-makers are insulated from costs. 1/

In the US, states pay for incarceration but county-level officials (eg, judges) determine sentences Incarceration rates fell dramatically in California after 1996, when a reform shifted the costs of incarceration (but not other responsibilities) from the state to the county.

#SB288 helps to remove some of these barriers by allowing nonviolent offenders to appeal for restricted access to their criminal record, and allows more serious offenders to petition for the same relief once they have gone a few years without any further criminal activity.
