Cases like this can't be handled by local police or even the court. Best approach is to go file a complaint at Internet crime complaint center ic3.gov and FBI.Gov. This will trigger an investigation at same time it is free of charge.

@hitbtc I know someone who used this site. He deposited more than 9 bitcoins on this site. However, because he is Japanese, he was not able to withdraw his money. He has made numerous inquiries. I have not received any response even after 3 years. Please respond as soon as possible.

Receiving messages like this on social media is about 95% scammers, don't respond to strangers and don't go into monetary terms with them. You have to be smart and understand they send random messages to their prey. Stay safe
