On Friday last week, I posted on here on X asking EU ambassadors not to insert themselves into the local debate on torture. Their involvement delegitimizes local activism by projecting it to government as a fifth column for foreign powers seeking regime change. In response, a large section of Ugandan activists on social media attacked me accusing me of supporting torture and siding with Museveni. In 2023, Uganda passed the infamous and draconian anti homosexuality act. I am one of the critics of this barbaric law and went to the constitutional court to challenge it. But in 90% of my social media posts and articles in The Independent, and in my appearances on radio and television, I argued that western ambassadors should not insert themselves into this debate for the very reasons I gave on torture. None of these anti torture activists accused me of siding with Museveni against homosexuals. Instead they were allied with Museveni in seeking to kill adults for consenting to same sex with people of the same gender. Indeed, in 2007, I gave a TED talk against foreign aid to Africa, but largely focusing on foreign financial aid. Again, I argued that foreign aid disarticulates the state from its citizens’ interests and makes it dependent on foreign benefactors, thereby undermining democratic accountability. Practically every anti Museveni activist who has watched has praised me for it. In practically all my writings, I have opposed all forms foreign interferences in African affairs whether with food aid, peace keeping troops, human rights advocacy, technical assistance, news reporting, institutional designs, economic policies, democracy promotion, debt relief, etc etc. My TED talk begins by addressing all these forms of Western interventions and how bad they are for Africa. Even on issues of torture, I have consistently asked Western ambassadors to refrain from inserting themselves into this local debate. There is a video clip of a debate we had in 2019 on NBS Frontline. I was challenging then ISO director general Kaka on torture. But I argued that the Americans and Europeans should not interfere with this debate because we don’t need their help. So, my argument that foreign assistance is not good for Africa, and that it is indeed counter productive, is more than 20 years old. Why then do Ugandan social media worriers all of a sudden find this argument different? The answer is simple but fundamental. The more enlightenment critics are not against torture as a principle. They are against Museveni torturing those who hold views they espouse. NUP activists can attack NRM supporters and strip them naked and beat them up. These pseudo human rights activists and “intellectuals” will be either silent or find rationalizations for these acts of barbarism. Therefore NUP and those supporting it are not seeking to remove Museveni and establish a liberal democratic polity. Rather they want power and be able to exercise it exactly as Museveni does: violence, fraud, corruption, false accusations, torture, lies, subterfuge - and of course, without his finesse. Those supporting foreign powers inserting themselves into our affairs should remember that you can have sovereignty without democracy but you cannot have democracy without sovereignty. The first thing to protect in our struggle for democracy is our sovereignty. I will expound on this some other time.
