Treasury said yes. The plant could be back online within 45 days, covering a major share of Romania's energy needs. The condition: no Russian crude. But the infrastructure, the brand, and the profits still belong to Moscow. The same week, the Trump administration extended waivers for roughly 2,000 Lukoil gas stations operating across Europe, Central Asia, and the Americas. Six months ago these same companies were sanctioned to cut off Russian war revenues. Now they're getting carve-outs and exemptions while Europe scrambles for fuel amid the Hormuz crisis.
