Alot or most of the things that happened were not Aang’s fault Conflict between benders and non-benders is a tale as old as the history of bending itself. Zaheer told Korra that after the war the White Lotus came out of hiding and openly served the Avatar. That led to Xai Bau creating the Red Lotus which eventually led to Zaheer inheriting ideals of chaos, destruction and tearing down old governments/regimes to usher in a new era of freedom for people across the world. He was an anarchist. Aang didn’t tell the White Lotus to serve the Avatar. That decision was likely made by Iroh because there were still alot of issues Aang needed help fixing in the world and the White Lotus were the next best spiritual guides since the Air Nomads had been wiped out. Kuvira rose to power because Zaheer killed the Earth Queen and the Earth Kingdom was still recovering after the Fire Nation colonised and extorted them for 100 years so it made it easier for her [Kuvira] to expand her army of patriots who wanted to rebuild the Earth Kingdom into what it was before the war. Aang actually tried to give Cranefish Town back to the Earth Kingdom but he realised that these colonies had evolved into multicultural civilisations with people living together in harmony which led to the Republic of United Nations forming and Republic City being established where people of all nations and bending disciplines could live together as one. In conclusion all these factors are results of the war that the Fire Nation started and the war that Roku failed to prevent. The only thing I would argue is “Aang’s fault” is him sparing Yakone’s life which would lead to Amon and Tarrlok taking over Republic City.
