Yes, for the critics and the admirers of PAI 2020, alike. Equally, an opportunity to understand the good work done in less recognised states and the fault lines in the top ranked states. The evidence at the sub national level points to interesting development trends and patterns.

The response of the Karnataka government has been commendable. It has been scientific, rigorous, and well coordinated across districts. If anything, the adherence to the lockdown has been mixed. The community can do better. Lockdown 2.0 will be crucial to defeat COVID 19 and win.

As a composite index that measures governance performance in the states of India, the highlight of the Public Affairs Index 2019, is that it is ideologically agnostic. Its scientific rigour ensures that the model generates the values, the weights, and the ranks of the states.
