FSD is not a substitution for Driving Permit. If someone cannot drive due to disability should not drive even with FSD. It is not approved for fully autonomous driving yet. Someone will get killed when they accidentally disengage FSD or it malfunctions. When FSD approved for Level 4 then OK to hop in even without permit.
