Before everyone starts asking about increasing the HE tuition fee, and who pays for it (obvs. important!), understanding the impact of the arbitrary fiscal rules that the Labour government has chosen to inherit is crucial. These limit almost all the options normally available.

In the news today @HalterbeckMaike: bbc.co.uk/news/education… A well intentioned proposal from 7 university VCs. Charge no interest on student loans for the period of lockdown (15 months). Problem is that it doesn't really have impact.
