Dr. Abdullahi Khalif on his presentation on Somalia’s NDC Sector Gaps and Challenges Ahead of NDC 3.0, it was noted that while the Climate Adaptation Plan identifies 9 key areas, Climate Finance (2012) was misallocated to workshops over priorities like water and energy.
