‘NASA EMERGENCY LEVEL NA ANG ESTADO NG NAPAKARAMING PAMILYANG PILIPINO’
Senator Bam Aquino on Monday, March 23, said the government should consider declaring a state of national emergency as soaring fuel prices driven by the Middle East conflict push many Filipino families into “emergency level” conditions.
Aquino said the declaration would allow price ceilings on essential goods, faster release of ayuda for transport workers and MSMEs, and stricter monitoring of measures such as the possible suspension of fuel excise taxes.
His call comes as global oil price spikes continue to drive up local pump prices, adding pressure on consumers and businesses.

Under the TRAIN Law, fuel excise tax may be suspended if:
1. Global oil prices (Dubai crude) average at least $80 per barrel
2. Over a 3-month period. That’s 90 days of continuous price increase.
Then, the economic managers evaluate the situation and may recommend suspension. The President the decides whether to use the power given to him by Congress.
Which means, just because Congress gave the president the power does not automatically trigger suspension.
Upon the recommendation of the economic managers, the President then decides whether or not to suspend the tax.
