Because they are tokenizing it on XLM. But settlement is not occurring on XLM. They are using XLM as a public database, where the cost to add an entry to the database is .00001 XLM. High pricing models are based on using the asset as the bridge between assets / liquidity source to settle transactions - not based on a small burn rate (as gas). But they are settling privately, through DTCC still at the moment. Ripple Prime is already approved for NSCC within the DTCC, which accounts for 98% of broker to broker settlement due to netting (ie “rippling”). XRP will ultimately be used for settlement.
