It simply reported the old British tradition of regulators napping, executives cashing in, and the public being used as unpaid test strips for human waste. The series is based on real whistleblowers, campaigners and victims, including Heather Preen, the eight-year-old who died after contracting E. coli linked to contaminated seawater in Devon.
