You have to pick between 2 seemingly villainous/callous NPCs, whose deeds are justified when it turns out they secretly have a heart of gold that takes more dialogue interactions to reveal the backstory.
So you pick based on faction-exclusive questline rewards to fit your build.

Is "distressing behavior off-site" a reasonable reason to ban someone from a site? It would be like if I got kicked out of Wal-Mart for whatever reason and then I try to go to Dunkin' Donuts and they won't let me in for that unrelated reason
