Chuck didn’t see Jimmy as a real lawyer because he knows Jimmy is not someone who respects the law himself, which is evident by all the law breaking in BCS/BB. To him, acting faithfully in accordance with the law is a core principle to what a lawyer is, regardless of someone’s qualification and his brother absolutely lacks that principle. He was a massive asshole but he was completely right about Jimmy.
