This man is upset that a lady has her dog in the shopping cart with her groceries. The store’s posted sign says “No dogs except seeing eye dogs”. Should there be a penalty for customers who bring their dogs into the grocery store or is this guy making much ado out of nothing?

My throat swells up, eyes watery, nose runny. I was fine all day until some lady brought a Dog into a grocery store. Pet Dander lingers. it's now all over everything I just bought.
