@bmeredith83 @CespedesBBQ The team that drafts them gets exclusive 1-on-1 negotiating rights with that player. But the player, especially HS players, can choose whether to sign or not. That’s where the money and signing bonuses come in

If Boston offered 820k, Roman probably goes to college. Instead, they offered $2.5M and he signed.
