This might be as much bad news as good news for Putin. Good news (for him) if he uses the new funds to explore a different approach to his stalemate. Bad news if he uses the new funds simply to continue the stalemate.

Doesn't this suggest that the Trumpist critique of Europe, that its values are in decline, has some validity? Does it not also suggest that the country that still defends its values in Ukraine - far more than Russia?

When fighter jets want to distract missiles they drop chaff, small metallic strips that create false targets for the missiles. I tend to see many things Trump does -- especially things he tweets -- as chaff. Doesn't mean the strategy will work, or won't do damage.
