Red areas would have to fight to stop them gaining control to keep them from doing just that. That would include stopping water supply.

@EDunham57333 @DavidJHarrisJr I would say that fresh water is a non-factor then because I don't see red states (or counties) going as far as cutting off water supplies.

@HerbieHackett @DavidJHarrisJr Well, you can put it this way. The overwhelming majority of freshwater coastline in the USA exists in red counties. The great lakes alone are about 90% flanked by red counties.
