Yes and no. In the greater context, that's "freshman college" dating "high-schooler" in grade 11, possibly 10. Those are very different mindsets, and the younger female would be under some pressure for sex from her college boyfriend. You want to justify a two-year gap? Go with 20/18, since by international law anyone under 18 is still considered a child.
