Killing or injuring healthcare workers, bombing hospitals, targeting ambulances, isn’t just a "war consequence"; it’s a collapse of humanity. Under international humanitarian law, patients and humanitarian workers are protected along with the hospitals they work in and the ambulances they rely on.

For more than 160 years, we, the International Committee of the Red Cross, guided by the Geneva Conventions, have worked to protect lives, reunite families, and bring dignity in the midst of war. Wherever and whenever people need us, we remain.

Civilians must be protected and respected, always. Parties to conflicts are the only ones with enough power to enforce the rules of war, transform them into reality, and save lives.

Armed conflicts are not beyond the reach of the law. Warring parties are not free to pursue victory at any cost, especially when it endangers civilians. Even wars have limits, always.

Today, 204 million people live in areas controlled or contested by armed groups, 30 million more than in 2021. Life in these areas means uncertainty, fear, and struggling to access essential services, while humanitarian organizations face major obstacles to reach those most in need.
