Here's what Baroness Hallett said and what BBC Scotland reported. Her remarks have been grossly manipulated and misrepresented by a broadcaster to make it appear as though she specifically singled out the Scottish Govt when she spoke about citizens being failed. She didn't. Indeed, she never mentions any of the devolved administrations, she speaks of "civil contingency structures across the United Kingdom". That's a mixture of reserved/devolved/regional decision making & planning and as such cannot be separated in order to apportion blame to any single entity, far less the Scottish Govt.
