32nd Commemoration of the 1994 Genocide Against the Tutsi in Rwanda (Kwibuka32). On the 32nd anniversary of the 1994 Genocide against the Tutsi in Rwanda (#Kwibuka32), the Department of Political Affairs, Peace and Security of the African Union (AU) Commission in collaboration with the Embassy of the Republic of Rwanda in Ethiopia and Permanent Mission to the AU, will commemorate the1994 Genocide against the Tutsi in Rwanda, under the theme: “Remember-Unite- Renew”, on 7 April 2026, at the African Union Headquarters, in Addis Ababa, Ethiopia. The annual commemoration aims to continuously awaken greater awareness of the African people and the international community about the value of life and humanity and to renew collective commitment to protect and uphold fundamental human rights. Mostly, the event will provide an opportunity to remember the atrocities brought by the 1994 Genocide against Tutsi in Rwanda; unite together in our fight against genocide, its ideology, hate speech and other crimes against humanity; and to renew our resolve to ensure that Genocide does not happen ever again. Representatives from the AU Member States, the AU Commission, Members of the Diplomatic Corps accredited to the AU, AU Organs, Religious Institutions, Human Rights Institutions, Intergovernmental and Civil Society Organizations, UN Agencies, Think Tanks, International Organizations, Academic Institutions in Ethiopia, as well as, representatives of the media will attend the event, which will be marked by a series of activities, such as, the 32nd Commemoration of the Genocide against the Tutsi in Rwanda, which will also include Walk to Remember, lighting of the Flame of Remembrance, launch of the AU Human Rights Virtual Memorial: introduction of the component of the 1994 Genocide Against the Tusti in Rwanda and messages of reflection from AU officials and invited guests, among others. The AU has been commemorating this catastrophic event since 07 April 2010. This year marks the 32nd commemoration of those dark days, an important occasion to remember the lives lost, show solidarity with survivors and unite to ensure it never happens again – in Rwanda or elsewhere in Africa and beyond. Rwanda has consistently maintained that the long-term deployment of our security forces in joint counterterrorism operations in Mozambique requires a sustainable financing framework. Having so far shouldered the bulk of the financial burden of these operations, a transition to more equitable funding is a strategic necessity. This common-sense position is a matter of public record and is unrelated to news reports from anonymous sources to @LeMonde’s @Phjacque in Brussels, where opposition to Rwanda's security cooperation with Mozambique has never been quiet, or from @WSJ’s @NicholasBariyo’s baseless speculations and unethical reporting. Bariyo – it is also a matter of public record that a Rwandan delegation was in Washington DC in March for scheduled meetings at the State Department in the context of the ongoing Washington Peace Agreement, a statement was issued after these meetings. No comments of the sort you mention, in one of several hallucinations you report, were uttered by our ambassador to the U.S. Rwanda has not and will not seek additional funds from the European Peace Facility, that is a matter for Mozambique. Rwanda's deployment requires sustainable financing, and it is up to the host government and its partners with major investments in Cabo Delgado to provide for that, as it has always been. Otherwise, Rwanda is satisfied to have been able to contribute together with our Mozambican allies in defeating the terrorists, securing the residents of Cabo Delgado and allowing for investments to roll out. Both the @WSJ and @LeMonde also get the numbers wrong. Current personnel numbers stand at over 6,300—significantly higher than the initial 2,000 deployed in 2021. This increase was a direct response to the expanded scope of operations and the necessity of filling the security vacuum left by the withdrawal of the SADC Mission in Mozambique (SAMIM) in 2024. The bottom line is: ISIS attacks mainly victimized Mozambican civilians, and they have been the biggest beneficiaries of the joint security mission, having returned to their homes and resumed their lives. The gas investments benefit European and global energy security/interests, not Rwanda's – Rwandan forces are present in Cabo Delgado in response to the request of the Government of Mozambique for support.

Rwanda is making progress towards adding nuclear power to its energy mix. An IAEA Integrated Nuclear Infrastructure Review (INIR) mission recently visited Rwanda to assess the country’s progress in developing the infrastructure needed for a safe, secure and sustainable nuclear power programme. Rwanda aims to have nuclear power supply 60–70% of its energy mix, with its first SMR expected to be operational in the early 2030s. The mission’s recommendations will help Rwanda further strengthen its nuclear infrastructure and advance its readiness to introduce nuclear power in line with international safety standards and global best practices. It's not that "Rwanda could withdraw", it's that "Rwanda WILL withdraw" its troops from Mozambique, if sustainable funding is not secured for its counter-terrorism operations in Cabo Delgado. We didn't pay hundreds of millions of dollars and our RDF soldiers didn't pay the ultimate sacrifice to stabilize this region, allow IDPs to return home, children to go back to school, businesses to reopen, and mega investments in LNG to resume, just to see our valiant soldiers being constantly questioned, vilified, criticised, blamed or sanctioned by the very countries that greatly benefit from our intervention in Mozambique. Indeed, we are ready to leave Mozambique, if our work and achievements are not appreciated.
