In late 2023, Massachusetts Governor Maura Healey signed legislation making phone calls, video calls, and electronic messaging free and unlimited for inmates in state prisons and county jails. Effective December 1, 2023, the "No Cost Communications" program shifted the financial burden from incarcerated individuals and their families to state taxpayers. Proponents argued that eliminating fees—previously around 12–14 cents per minute—would strengthen family ties, support rehabilitation, and reduce recidivism. Massachusetts became one of the first states to extend free calls to county jails as well as state facilities. However, usage far exceeded initial projections. What was once a modest revenue source for facilities (with sheriffs' offices sometimes netting revenue) quickly became a significant expense. Reports indicate the program cost approximately $12.5 million for sheriffs' offices in recent fiscal years, with overall annual taxpayer costs climbing toward or exceeding $24 million in some estimates. On Tuesday in April 2026, Governor Healey filed a supplemental budget that included $22.5 million specifically to fund these no-cost calls as part of a larger ~$227 million package. This comes amid ongoing shortfalls; the state's dedicated trust fund appropriation has fluctuated, dropping as low as $1 million in some proposals before supplemental infusions.

My general belief is that politically-timed accusations should be ignored, unless the alleged victim has proof. If you want to come forward at a time when it would do maximum political damage to someone, as opposed to any time before that, then don't be surprised when people don't see you as credible. That said, Swalwell had no reservations about going after Kavanaugh. So, it's only fair to make him live by those same rules.
