I've gotta say this. Because it's what I think. I think if Obama were white, he would probably be considered as one of the greatest presidents ever.

Xi speaks English, I've heard him with my own ears. He just doesn't communicate in English in formal occasions or with communications that may be reported. Obviously, it's easiest for him to be concise in Chinese. This is very common in China with company CEOs, they speak English, sometimes extremely well and will chat with you in English at dinner, but during formal negotiations, they will speak in Chinese and have some pretty girl there to translate it into English.
