WaPo writes that USA plans to divert $750 million of the $4.5 billion transferred by European NATO countries under the PURL program to buy U.S. weapons for Ukraine. The funds would instead be used to restock the U.S. military’s own inventories of certain weapons, depleted due to the Iran War, rather than to send additional assistance to Ukraine. The Washington Post writes that one U.S. official it spoke with noted that it was unclear whether the European countries participating in the initiative fully understood how the money was being spent. While already-ordered and funded packages under the program continue to be delivered, this move affects future or additional procurement, which was heavily focused on air defense weapons such as PAC-3 MSE interceptor missiles for Patriot air defense systems. European and partner countries (including Canada and Australia) specifically contributed these funds through the Prioritized Ukraine Requirements List (PURL) program, which was launched in July 2025 after direct U.S. taxpayer-funded aid to Ukraine was curtailed. The entire purpose of PURL was for allies to transfer money directly into U.S. Department of Defense-managed accounts so the Pentagon could procure U.S.-made weapons and munitions that Ukraine had identified as its most urgent needs and ship them to Kyiv faster than Europe could produce them on its own. Once the money is in U.S. accounts, however, it falls under broader U.S. security-assistance authorities (such as the Ukraine Security Assistance Initiative). This gives the Pentagon procedural flexibility: it can notify Congress and reprogram portions of the funds, as it allegedly has now done with the $750 million, to replenish depleted American military stocks instead of placing new orders for Ukraine. The executive branch is allowed to make such shifts when citing urgent U.S. national-security needs, such as munitions shortages caused by other conflicts. In short, while the European contributions were made with the clear and explicit intent that the resulting weapons would go to Ukraine, legal and administrative control ultimately rests with the U.S. Department of Defense, making it possible to divert the European funds. 🇺🇸🇺🇦🇪🇺
