Reaping the Fruits of Women-Led Development: Voice, Participation and Leadership—The Imperative for the World’s Largest + Oldest Democracy.
In this inspirational and insightful piece PM Shri @narendramodi Ji writes how women have made vast and invaluable contributions to the progress and development of the nation. Yet, their representation in the world of politics and legislative bodies has not always been commensurate with their role in society. No democracy can be truly representative if half its population does not have an equal voice, participation and leadership in its State Assemblies and National Parliament.
In the PM Modi-led government, this shift from women-centred to women-led development has already begun to take shape. GDP goes up when you transition from women-centred to women-led development, with this shift alone holding the potential to unlock over 10% annual growth. This is reflected in India’s strong macro-economic fundamentals, rising capital expenditure and infrastructure expansion, which in turn enable sustained investment in inclusive, women-centric schemes. The Union Budget 2026–27 reinforces this commitment, with the Gender Budget rising to 9.37%, with over ₹5 lakh crore allocated for the welfare of women and girls. Flagship initiatives—from PM Awas Yojana to Ujjwala and Swachh Bharat—have translated this growth into dignity, access and agency for crores of women.
While significant strides have been made at the local level, the journey towards full and equal representation remains unfinished at higher legislative institutions. It is imperative that the 2029 Lok Sabha elections and the Assembly elections to the various states in the coming times are conducted with women’s reservation in place.
In September 2023, Parliament passed the Nari Shakti Vandan Adhiniyam with the same spirit of consensus—marking a decisive step towards gender-responsive governance and legislation. Strengthening women’s participation in legislative institutions is an important step towards fulfilling that vision.
This is truly a historic opportunity to make our democracy more representative, responsive and future-ready.
The passage of a bill for women’s reservation should reflect the broadest possible consensus and be guided by the larger national interest. Such opportunities call upon us to act not for ourselves, but for future generations. They remind us that the true strength of a democracy lies in its ability to evolve and to become more inclusive over time.
