Upscaling set to quality so its not even being rendered at 4k and frame-gen enabled to achieve 60FPS... These system requirements tell you that that an RX 9070 XT, a $600 GPU cannot maintain a stable 30FPS if you try running the game at native 4k What happened to optimization?

Quantum Break is now 10 years old. Massively underrated game from Remedy. Still deserves a sequel, the time manipulation, the story about time travel, there’s nothing like it. Incredible game really. From XboxSeriesX
