It’s just crowdsourcing! Every phone running Google Maps constantly pings its location and speed back to Google. If a couple of cars ahead of you drop from 60mph to 10mph at 3 AM, Google sees that sudden slowdown pattern and turns your map red. You are the traffic sensor.
