Voting Phase 🗳️ - Clearer thresholds - the 67% off-chain approval bar is explicitly defined, with two tiers of consolidated TWGAs - NCL compliance checks - proposals are ranked by DRep support and allocated against the available Net Change Limit in order - Waiting list mechanism - proposals that meet the 67% threshold but can't fit within the NCL are held rather than rejected outright

Why another Info Action for "Cardano Budget Process Framework (facilitated by Intersect)" in 2026? 🧵 The reason for a new Info Action this year is because the process has changed enough since 2025 to warrant seeking a new mandate from DReps. If approved, this process is proposed for reuse in the years ahead, reducing the need for repeated Info Actions every year. In this thread we break down some of these changes 👇️

What it includes: The template follows the full structure of the Intersect budget proposal form and covers: - Proposal overview and executive summary - Strategic alignment and contribution to ecosystem KPIs - Work package breakdown (scope, objectives, expected value, success metrics, milestones) - Budget breakdown by cost category - Proposer and administrative details - Additional governance information (e.g. treasury repayment, prior funding, assurance) All questions are presented in a narrative format, consistent with what you will see in the application.

Does this give Intersect control of the Treasury? No 🛑 Treasury funds move ONLY via on-chain TWGAs approved by DReps. Intersect has zero authority to spend. This framework is about organization, not authorization. Every proposal still faces a final, binding on-chain vote. Intersect's role is to carry out decisions made by DReps, not to make those decisions for them. The community holds the keys 🔑
