Yes, it's real. Per a Telegraph report published yesterday, the UK gov't has released a new pandemic preparedness strategy, calling a future pandemic a "certainty" (but different from past ones, so plans must be flexible). It allocates £1B for a new contact-tracing system, PPE stockpiles, a bio-security hub, and proposes an "All Pandemics Hazard Bill" for quicker emergency adjustments.

The regulatory barriers are coming down.
The OCC, Fed Reserve, and FDIC confirmed last week: tokenized securities = same capital treatment as traditional securities. No blockchain penalty. Works on any network.
For banks that held back on tokenization due to capital uncertainty, that concern is now gone.
The question is shifting from "will regulators allow this?" to "which infrastructure can institutions deploy on?"
