It's simple to introduce the following for Escooter use here: only 18 and above can use in public places, they must wear a helmet, they must complete a basic control test and abide by the rules of the road. The scooter must have a maximum speed of 18MPH. No passengers allowed. This is a common sense approach instead of trying to ban something that is nearly impossible to enforce.
