My keynote address at the "SADHANA Saptah" organised by "Capacity Building Commission" #CBC: Takeaways: "The absence of structured administrative training for academicians and scientists had long been a gap, particularly as many suddenly transitioned from academia into leadership roles. Often, the professionals from scientific and academic backgrounds are required to take on institutional administrative responsibilities without prior exposure to administrative processes. Therefore, I am glad to launch the first-ever dedicated programme on “Administrative Capacity Building for Scientists and Academicians”, marking a step towards equipping academia leaders with governance skills and decision-making capabilities under the "Mission Karmayogi" framework. I had proposed to the "Capacity Building Commission" to develop a model on these lines in collaboration with the "Indian National Science Academy" and I appreciate their positive response with a diligently worked out model. Such institutionalised learning would reduce the reliance of academia administrators on “self-learning” that can be time-consuming and uneven. I am today suggesting creation of a focused course on answering Parliamentary Questions to strengthen procedural understanding among officials. And similarly also, short-format Orientation modules can be designed for each batch of Assistant Secretaries comprising the new IAS officers who are on a Central government stint before they join their respective State cadre".
