I have promptly signed the documents passed by the Verkhovna Rada of Ukraine — the law on multiple citizenship, the ratification of the Agreement on the Establishment of the Special Tribunal for the Crime of Russian Aggression Against Ukraine, and Ukraine’s withdrawal from the Ottawa Anti-Personnel Landmines Convention. I thank the Members of the Ukrainian Parliament for supporting these decisions, each of which strengthens Ukraine. Multiple citizenship will enable us to establish more tangible legal grounds for the unity of our vast nation — millions of Ukrainians across all continents, along with representatives of other peoples who have bound their fate to Ukraine. Through the Tribunal and cooperation with countries around the world and international organizations, we will be able to secure the real inevitability of Russia’s punishment for its war against Ukraine. The measures regarding the use of certain types of weapons, including anti-personnel landmines, will help us achieve at least parity in the forces and capabilities required to defend against Russian aggression. Russia has never been a party to the Ottawa Convention and has never taken honest steps within any disarmament policy or more humane practices in weapons use. I have instructed Government officials to urgently develop and adopt all secondary legislation to implement these laws. We can already begin identifying the first partner states with which multiple citizenship will be implemented. I expect the Government and the Office team to present a timeline for fulfilling the agreements regarding the Tribunal’s launch. We are also intensifying defense decisions that will support our warriors.

In response to journalists’ questions, I emphasised that yesterday, Ukraine carried out a brilliant operation, planned and executed independently by our side. Ukraine is making it clear: we are not going to surrender, and we will not accept any ultimatums. But we do not want war. We do not want to show our strength, we are forced to, because the enemy refuses to stop. And when we do show our strength, we do it justly, striking military targets. We show it not only to the Russian aggressors, but also to those of our allies who were once strong supporters but have started to waver. Trust in Ukrainians, and belief in Ukraine, has been restored. I believe the outcome of this operation is a very strong one.

In other words, Donald Trump wants to make California's fires even worse, not solve them.
