Strengthening Aviation Oversight Through Regulatory Excellence Uganda Civil Aviation Authority, in partnership with the East African Community Civil Aviation Safety and Security Oversight Agency (CASSOA), Boeing International, and Cranfield University, is hosting a three-day Regulatory Excellence Workshop at Protea Hotel, Entebbe, running from September 1–3, 2025. Opening the workshop, UCAA’s Director General, Mr. Fred K. Bamwesigye, underscored the increasing importance of effective regulation in an era of rapid technological transformation within the aviation sector. “The aviation industry is experiencing rapid innovations, digitalization, drones, cyber-security, electric vertical take-off and landing (eVTOL), and advanced air mobility systems. These changes require regulators not only to enforce standards but also to safeguard public trust while enabling growth and innovation,” he said. He further highlighted the dual role of regulators as both protectors and enablers of growth: “We must ensure safety, transparency, and accountability, while at the same time creating environments where industries can thrive, investments can be attracted, and opportunities expanded.” CASSOA’s Executive Director, Eng. Richard Gatete, welcomed the initiative as both timely and strategic, stressing the importance of harmonized regulatory practices across the East African region to uphold global aviation standards and enhance safety. “Effective regulation is the backbone of safe and sustainable air transport. By working together through regional platforms such as this, we can standardize procedures, anticipate risks, and strengthen the resilience of our aviation systems,” he noted. Over the three days, participants will explore regulatory strategies for emerging technologies, crisis management and resilience, leadership in regulatory change, and safety management systems (SMS). Regulatory Excellence Training Ends On A High The Deputy Director General of Uganda Civil Aviation Authority, Ms. Olive Birungi Lumonya, officially closed the three-day Regulatory Excellence Training held at Protea Hotel in Entebbe from September 1-3, 2025 with a call to participants to take the lessons beyond the classroom. “Let us continue to embody the spirit of excellence, in the way we regulate, in the way we collaborate, and in the way we innovate, because the growth of aviation in Africa depends on our ability to uphold the highest standards while embracing change.” She also expressed gratitude to the organisers and partners, including the Civil Aviation Safety and Security Oversight Agency (CASSOA), Boeing International, and Cranfield University. “On behalf of UCAA, I extend our sincere appreciation to Boeing, Cranfield University, and CASSOA for co-organising this training, and to all Partner States and stakeholders for their invaluable collaboration. Your expertise and engagement have made this course a true success.” The training, held under the theme “Regulatory Excellence – Leading the Way into the Future,” brought together aviation regulators, industry leaders, and regional stakeholders. Over three days, participants engaged in expert-led sessions, interactive exercises, and case studies on strengthening regulatory frameworks, advancing safety management practices, enhancing crisis preparedness, and preparing for the opportunities and challenges presented by emerging technologies. She encouraged participants to return to their States and institutions not only as regulators but as leaders and champions of safety and security. The growth of aviation in Africa depends on our ability to uphold the highest standards while embracing change. Each of you has a responsibility to carry this torch of excellence, ensuring that our skies remain safe, secure, and sustainable as we build a globally competitive aviation sector”, she said. Uganda wins bid to host 66th IFATCA Conference in 2027 Uganda has won the bid to host the 66th International Federation of Air Traffic Controllers' Associations (IFATCA) Conference in 2027. The announcement was made on Friday, May 2, 2025, during the closing ceremony of the 64th IFATCA Conference held over five days in Abu Dhabi, UAE. The decision followed a competitive and compelling bid presentation by the Uganda Air Traffic Controllers' Association (UGATCA), which was well received by the international delegation of member associations. Ms. Helena Sjöström Falk of Sweden, President and CEO of IFATCA, congratulated UGATCA on the successful bid. She joined the Ugandan delegation for a group photo, alongside Mr. Jean-François Lepage of Canada, IFATCA Deputy President. This marks a significant milestone for Uganda’s aviation sector and further positions the country as a key player in global air traffic control leadership.
