Right. Have been reading the changes to the NPPF, and it is genuinely game-changing on the green belt, in a way that is ambitious, necessary and potentially v v controversial - but also has very little to do with the 'grey belt'. Quick thread on what's changed. (1/?)

Mid 1800s timing of Napoleon III’s Paris redesign runs in parallel to the Cerdà’s Eixample project that created the Barcelona we know and love. That plan was approved in 1860 and also delivered over several decades.

Perhaps there is now much more trust in the local systems to come up with great answers, if the Government are now offering an adult conversation, rather than the infantilisation of the past. That's modern government. Leadership matters here; local and national levels.

Presumption in favour of Devo is massive @JackTShaw . Comments below are salient. Do they mean metro mayors when some areas might argue a coherent economic geography without a big city? Will politically cohesive yet incoherent economic geographies be supported by the presumption?

The Ministry for Housing, Communities & Local Government wrote to local authorities yesterday. It will (a) establish a new Devolution Framework that "moves away from a deal-based approach" and (b) enshrine a presumption towards devolution:

Then I think a good devo-driven strategy includes a hard look at: 1. Vision 2. Leadership & Governance 3. Capacity 4. Jobs to be done 5. New ways of working. (All forged in the culture of a place, shaped by open learning from elsewhere)
