When I first sat down with David in 2014 I asked him what would he say if I could save £bns being wasted, save £bns in welfare and increase the tax take by £bns. He said he would be very interested. Im sure he’d acknowledge the system wasn’t geared up for solutions and still isn’t. If we’re serious about devolution we need to develop the capability and nobody has touched it.
