Minnesota does not require photo ID (or any ID in most cases) to vote in federal elections. It is a no-ID state for in-person voting. Same with mail-in voting: the state's absentee voting process does not require photo ID or any form of voter ID for most voters. Nor is the state policed for welfare fraud, very obviously. Remember these crucial points as you assess the motivations behind the protests.
