North Goa beaches used to do this with Indians even as far back as 2010. Maybe even much later. Anything above anjuna was pretty deserted. We'd feel unsafe to go up to arambol. The shacks there had only Russians visiting and they'd deny service to Indians. Infact the waiters would speak Russian and they had 2 menus - one in English and one in Russian. I'm guessing this is now changed to Hindi and Punjabi lol
