The algorithm decides which 30 or so genre rows you see based on what it thinks will keep you scrolling. The other 2,170 categories exist in a parallel universe you access by typing a number into a URL. He bookmarked netflix.com/browse/genre/ on her browser and told her to search "Netflix secret codes" whenever she felt stuck. She went from "there's nothing to watch" to spending 45 minutes browsing categories she didn't know existed. The library didn't change. Her access to it did.
