In many villages, water has shaped daily life. But change begins when this everyday reality becomes a shared conversation. On World Water Day, Jal Mela created a space for communities to engage directly with their own water realities, understanding not just the challenges, but how solutions take shape over time. By bringing different aspects of water management into one place — the village’s water situation, solutions in action, and pathways for support, the mela made the journey from problem to progress visible and actionable. Through such spaces, communities are shaping their way of #WaterWeBudgeting, where water is not just managed day-to-day, but planned and secured for the future, making it a conversation owned by everyone. डॉ. @ShahMeenesh, अध्यक्ष, एनडीडीबी, डूंगरपुर, जन शिक्षा एवं विकास संगठन (पीईडीओ) द्वारा राजस्थान के माडा गांव में आयोजित महिला किसान पुरस्कार समारोह में पीईडीओ से जुड़ी 94 महिला किसानों को केंद्रीय बैंक डिजिटल करेंसी (CBDC) के माध्यम से कार्बन क्रेडिट का भुगतान किया एवं महिला किसानों को उनके योगदान के लिए प्रशंसा पत्र भी प्रदान किए। CBDC, @RBI द्वारा जारी एक सुरक्षित और पारदर्शी डिजिटल मुद्रा है, जिसका उद्देश्य किसानों को सीधे व उद्देश्यपूर्ण वित्तीय लाभ पहुंचाना है। यह पहली बार है जब डेयरी क्षेत्र में कार्बन क्रेडिट भुगतान के लिए CBDC का उपयोग हुआ। इस पहल के तहत, NDDB ने @NPCI_NPCI और RBI के सहयोग से, @pnbindia के माध्यम से किसानों तक यह भुगतान पहुंचाया। किसान इस राशि का उपयोग अपनी सहकारी संस्थाओं द्वारा उत्पादित खनिज मिश्रण, पशु आहार और गोबर आधारित जैविक खाद (PROM) जैसी आवश्यक सामग्रियों की खरीद में कर पाएंगे, जिससे ग्रामीण सर्कुलर इकोनॉमी को बढ़ावा मिलेगा। पीईडीओ में किए गए इस पायलट को आगे बढ़ाकर किसानों को लक्षित लाभ पहुंचाने के लिए और डेयरियों के माध्यम से दुग्ध भुगतान के क्षेत्र में भी विस्तारित किया जा सकता है। यह ग्रामीण भारत में वित्तीय समावेशन और सतत विकास की दिशा में एक महत्वपूर्ण कदम साबित होगा। डॉ. शाह ने अपने संबोधन में एनडीडीबी की भूमिका पर प्रकाश डालते हुए कहा कि यह संस्था डेयरी के माध्यम से ग्रामीण क्षेत्रों में सामाजिक और आर्थिक विकास के लिए कार्य कर रही उन्होंने कहा कि भारत, जो कि विश्व का सबसे बड़ा दुग्ध उत्पादक देश है, वर्तमान में 240 मिलियन मीट्रिक टन दूध उत्पादन कर रहा है, और आज सहकारी संस्थाएं किसानों को प्रतिदिन 300 करोड़ रुपये का सीधा भुगतान कर रही हैं, इसका श्रेय महिला किसानों को जाता है। वर्तमान में भारत वैश्विक दुग्ध उत्पादन का 25% उत्पादन कर रहा है और अगले कुछ वर्षों में यह 33% तक पहुंचने की संभावना है, जिससे डेयरी क्षेत्र में महिलाओं की भागीदारी और सशक्तिकरण को बढ़ावा मिलेगा। डॉ. शाह ने बताया कि माननीय प्रधानमंत्री नरेंद्र मोदी जी के "गोबर से कंचन" विजन को साकार करने की दिशा में एनडीडीबी और सस्टेन प्लस द्वारा कई बायोगैस प्लांट स्थापित किए गए हैं। डूंगरपुर में भी इस पहल को सफलतापूर्वक लागू किया गया है, जिससे किसानों को बहुप्रयोजन लाभ मिल रहा है। गोबर से बनी बायोगैस के उपयोग से जहां एलपीजी पर होने वाला खर्च कम हुआ है, वहीं इससे किसानों की आय में भी वृद्धि हो रही है। इसके अतिरिक्त, बायोगैस संयंत्र से निकलने वाली स्लरी का उपयोग जैविक खाद के रूप में किया जा रहा है, जिससे मृदा की उर्वरता बढ़ रही है और पर्यावरण संरक्षण में योगदान मिल रहा है। अब तक डूंगरपुर में 1100 से अधिक बायोगैस प्लांट स्थापित किए जा चुके हैं, जिससे किसानों को कार्बन क्रेडिट का भी लाभ मिल रहा है। डॉ शाह ने यह भी साझा किया कि पिछले वर्ष अक्टूबर में एनडीडीबी की हीरक जयंती के दौरान आणंद में माननीय गृह एवं सहकारिता मंत्री श्री अमित शाह जी द्वारा देश का पहला कार्बन क्रेडिट चेक भीलवाड़ा की एक महिला किसान को प्रदान किया गया था। उन्होने किसानों को अधिक से अधिक बायोगैस प्लांट लगाने के लिए प्रेरित भी किया, ताकि गोबर से निकलने वाली मीथेन गैस को बायोगैस में परिवर्तित कर पर्यावरण को सुरक्षित रखा जा सके और साथ ही किसानों की आर्थिक स्थिति को और सशक्त बनाया जा सके। डिजिटल भुगतान की पहल का जिक्र करते हुए उन्होंने कहा कि यह किसानों के लिए एक नया अवसर है और इससे डिजिटल लेन-देन को बढ़ावा मिलेगा। पहले एफपीओ और एमपीओ में पुरुषों की भागीदारी अधिक थी, लेकिन अब नए FPOs/ MPOs में महिलाओं की 100% भागीदारी सुनिश्चित की जा रही है। डॉ. शाह ने डेयरी के साथ-साथ डूंगरपुर के किसानों को जैविक खेती अपनाने के लिए प्रोत्साहित किया और आश्वासन दिया कि एनडीडीबी, एनसीओएल के माध्यम से उनके उत्पादों को उचित मूल्य और बेहतर बाजार उपलब्ध कराने में सहयोग करेगा। उन्होंने बांसवाड़ा और डूंगरपुर में स्थापित हो रहे नए प्लांट के लिए एनडीडीबी के पूर्ण सहयोग का आश्वासन देते हुए महिला किसानों को उनके योगदान के लिए धन्यवाद किया। इस अवसर पर भारतीय रिज़र्व बैंक के उप महाप्रबंधक श्री सिरिन कुमार और श्री विकास अग्रवाल, एनपीसीआई के प्रभारी (सरकारी संबंध एवं डीबीटी पहल) श्री रविकांत शर्मा, पीएनबी के महाप्रबंधक श्री श्याम सुंदर सिंह, पीईडीओ के निदेशक श्री देवीलाल व्यास, पीएनबी उदयपुर के सर्कल हेड श्री सुरेंद्र कुमार विश्वकर्मा , श्रीमती निर्मला कंवर सहित अन्य गणमान्य व्यक्ति उपस्थित थे। कार्यक्रम में डूंगरपुर, राजस्थान के आदिवासी क्षेत्रों की 3000 से अधिक महिला किसान भी शामिल हुईं।
